You're lucky he was willing to disassemble it. In my experience, the frame connection where the pieces join tends to rust/corrode out, leaving the motor with nothing to which it can apply torque.
A couple years ago, the tech who works on my 9-5 Aero sedan replaced a failed wiper arm motor. A couple months later the frame connection fell apart, and he had to swap in another lightly used frame I found on eBay.
Now, of course, the plastic windshield/wiper cowling is crumbling, and those parts are pretty much "unobtainium" these days. According to those who know far better than I on this board, the cowling is just a cosmetic piece and even the weather stripping on it doesn't actualy prevent water from getting down underneath. Used cowlings that fit an '01 are typically well on their way to disintegrating by now...
