Lights stay one after key removed

I had this issue some years ago....turn the car off, remove key, headlights stay on and no chime. Took lock mechanism out and cleaned it with a mild degreaser then relubed with lock oil with some graphite. So now the same problem is back, the only problem is it is too cold outside to remove the lock.(finding and depressing the pawl in the back of the cylinder was a real pain...)
I sprayed some silicon lube in the lock and worked it and seems to be a little better.
My questions are: Was it OK to use the silicon lube? (would I have made something worse in the process)?
Is this a symptom of something getting worse that I should consider replacing? e.g. the mechanical cylinder? The contact blocks?
Thanks
J
