I don't have access to a WIS where I am currently. However, the On-Line WIS might include the diagrams showing which body ground point to disassemble, clean, lube, and reassemble.
The speed controller is bypassed when the fan is on High speed. This is a diagnostic aid to determine if the speed controller or fan motor is bad. Your motor is new and the previous issue remains, so it is not the motor. The problem exists on all speeds including high speed, so it is not the speed controller.
Therefore I suggest to examine the body ground point to clean and reassemble it. Weird electrical issues on the 9-5 can be caused by a corroded body ground point.
