the CEL light is not a factor for ABS failures.
It would be a big help to get the actual ABS code(s). Maybe there is an independent shop that can read the code with an "other-than-tech 2" scanner? Or perhaps there is a GM dealer that can/will do it? Or since you are in the wilds of Alaska, with a Saab, have you considered buying a Tech 2 clone? https://www.saabnet.com/tsn/bb/9-5/index.html?bID=277929
I don't recommend going forward without getting the code. Without the code(s) you will be working blind. But I understand the constraints (and have been there!), so if you must proceed with a "shotgun approach" here are my thoughts:
1 - check the static resistance of each the wheel sensor. it should be between 1000 and 1500 ohms. I use a pigtail like this https://www.amazon.com/gp/product/B07CXZQ16W/ref=as_li_tf_tl?ie=UTF8&camp=1789&creative=9325&creativeASIN=B07CXZQ16W&linkCode=as2&tag=thesaabnetwork
2 - replace the brake light switch with known good one (used or new)
3 - inspect, rebuild junctions J108-J111
4 - rebuild ABS module.
I'd say that this would cover the 4 most common failures. however there are LOTS of other failures possible. In my case it was high resistance in the wire itself due to corrosion migrating up the wire strands from cracked insulation.
