Many folks have successfully removed and bypassed the heater valve, which effectively results in hot coolant continuously flowing through the heater core and still have very effective air conditioning. That would indicate to me that a stick open valve may not be the culprit.
You could have the ac serviced and see if the refrigerant is low or leaked out. Fixing that could give you cold air.
Finally, it’s possible that the blend doors are stuck in the hot position and not throwing a calibration code. Perhaps removing those motors under the dash and trying to turn the drum by hand will give you a clue?
