Make sure that you do some simple testing with the car sitting still. Cycle fan speed and see whether it really changes. See where the air comes out at you change the ACC settings. If the ACC air handling all checks out but you have low/no flow, then investigate the cabin filter, blower motor, and controller. Access for the filter is improved a lot if you pull back the carpet and pad way more than you might at first think to do. IMO it's easier on the 2006+ than on the old 1999 I had.
This summer my daughter's 2006 Sport Combi had symptoms sounding much like yours - AC was weak because ALL of the flow was the "ram air" effect from driving on the road. The culprit was her blower motor controller. I only have occasional access to her car and I wanted the whole system to work until she no longer needs the car, so I replaced her filter and blower motor as well. The filter was dirty, but not terrible. The blower motor was actually okay, and I saved the old motor/fan in case her sister's car (same year and body) needs one.
Some owners have replaced the controller without accessing the blower motor, by cutting and soldering the wire to the blower - but if you do this, be sure your diagnosis is correct,
