All the mentioned filter and blower motor and controller issues are worth looking at and will cause the low flow of climate control unit. If the air coming in is not hot either you may want to check the coolant bypass valve to make sure the hoses are connected correctly and the vacuum control is correctly fitted. If it is not correct it can keep hot water from entering the heater core which is what it is suppose to do only when the climate control is set on Lo. Good Luck, Bernie
