I have fixed it, by running two wires from H43-1 to fuse/relay box in the engine bay. It ended up that signal wire 2 from relay 155 going to terminal 12 of the H43-1 as well as signal wire 2 from relay 81 going to terminal 13 of H43-1 were rotten. Barely grabbed pigtail of both wires while soldered new to the other side and pulled out. All now works as required, have low speed and high speed fans.
