I finally took the car in for the Pros to resolve the issue. They discovered a blown fuse in position 4 of the driver's side dash fuse block.
They replaced the fuse and things are working normally. Their description sounded as if they did a diagnostics scan of the TWICE before finding the blown fuse.
Maybe the old lamp board had an internal fault? There has to be another smoking gun somewhere.
