9-5's are susceptible to rust in the doglegs. NE and midwest cars are vulnerable to that.
later model 9-5s in the Southeast and Southwest were subject to GM cost cutting and from what I can tell one of those cost cutting measures was a thinner/cheaper paint/clear coat. My 2008 lived it's entire life in NC and is 100% rust free. But the clear coat is peeling on the horizontal surfaces. I keep it in the garage but the 10 years before I owned it probably had a lot of sun exposure and it took a toll.
the early model 9-5s have much more robust paint in my experience, but of course they are (were) prone to sludge more than the later model cars.
so ... I guess you can pick your poison :-)
that said, there are rust free cars from the rust belt (careful owners), and non-peeling 9-5 from the south (careful owners) and non sludged cars from the early years (careful owners). So maybe the most important criteria when buying a 9-5 is to scrutinize it's past owners.
