Fuel rail pressure test results

Hi gang. 2006 sport combo 90k miles. I have had a few instances of crank no start and suspect the fuel pump. Got pressure gauge. Pre start reads 38 psi and stays there when running. Turn it off and it is steady at 33 psi. Second test similar, but a few lbs lower. WIS says it should be 42 psi. Is this an indication of the pump going bad? Thanks
