You should fix the car and drive it for at least another 70K miles. In its current non-operating condition, you have a parts car worth very little. And once it is fixed, you’ll barely recover the repair bill if you sell it.
A new Subaru sounds great but you’ll eat much more than $3500 in depreciation the second you drive it off the lot, plus your annual insurance and registration costs will increase. Plus, any new car that would result in a $200/mo car payment probably means you’re taking a 72 or 84 month loan. Don’t do it! (The rule of thumb used to be don’t purchase a vehicle you cannot afford to pay off in three years.)
Respectfully, I also encourage you to scrimp and penny-pinch and do whatever it takes to pay off your car loan. No way you should be paying off a loan on a 13 year old car.
