Saab/Cadillac dealer experience with clockspring etc... (long)

......2008 Aero SC, 157K on the odo, horn has not worked for several years. The indie service shops here (the good ones) have basically gotten out of doing Saabs, the last one I talked with recently described availability of parts his deciding factor. So I have resorted to finally get the horn fixed at the dealer after trying a used clockspring, new relay, both horns do work (with 12 volts applied directlly from the battery), also had a recent airbag warning light come on. The local Saab/Cadillac dealer had the car for a few days, replaced the relay, found a bad horn & replaced it, ordered a new clockspring (I didn't know new ones were available, but now I see ProParts is making one -- #32019886.) I picked up the car, within a few miles I discovered none of the steering wheel controls are working properly, including the up/down volume activates the horn - the dealer is getting the car back. The way I see it, it could be one of a number of things (all the steering wheel functions were working when I initially gave them the car): a bad clockspring / wiring issue / installation issue. And the airbag warning light - they said they needed to replace the passenger side seat belt for $300; I passed.
What really frosts me is why no one at the dealer tested the new clockspring functioning before telling me the car is fixed and ready for pickup. My bad for not testing it myself in front of the service manager before driving off. Anyone have any ideas? Thanks - John
