You have to check all the hose way from the intake manifold, through control valve on the firewall till the purge valve. I would strongly recommend to replace all the vacuum lines at this age. Sometimes they are also connected wrongly, so check them carefully.
Here is the schematic for turbo system

And here for the almost* complete vacuum system for manual gearbox, auto has one one-way valve more in the brake servo circuit

*Schematic above excludes line to water shut-off valve - also to be checked.
Check all one way valves and control valves - the best using vacuum about 1 bar - they fail often (usually #1 and #13 on the schematic).
Valve 13 together with line to "cobra" pipe could be safely removed completely - it was removed in next model years. This valve often fails and you do not get full boost as a side effect, as it "steals" vacuum from APC valve.
Purge valve could be checked, but to do it right you will have to apply working pressure to it: 1 bar over pressure from the intake pipe connection, check for leaks, a then try to open it (still under pressure) by applying using vacuum on the control nozzle.
