Can't answer your question on the programming, but consider this:
The refrigerant carries some of the oil from the compressor and distributes it all over the sealed system where it lubricates the seals on the pipe junctions and *especially* the main shaft seal for the compressor. If that seal (or any of them)dries out, then the refrigerant will leak out. Also, the AC removes moisture from incoming air in the winter and reduces the likelihood that frost will form inside on the windshield when starting in the winter months.
It's not so much a question of convenience, but was designed that way for technical reasons.
