Fuel Trims Out of range and false data

Hello,
I have a 2000 9-5 V-6 3.0 B308E: I fixed my OBD issue and I am still having an issue with the Data coming to the diagnostic tool being out of range. The car is running very rich at idle: O2S B1S1: 0.325 (V) , STFT: -100. LTFT:-100 , Eng RPM: 4160, Veh Speed 40MPH( Even though at idle, car idles at 850~, Newer throttle body. Spark advance: -315, IAT 77F at Running temp. MAF: 22.01 (LB/min)
I have two ECU's both have the original Data stock files on them, I am getting the same strange rich running and crazy data when ether are installed in the car.I think that rules out the ECU being the issue. Where should be looking to correct the data retrieval issue, Twice unit or the instant cluster. The DICE Unit was swapped out, with good working one. Is this grounding issue or Power not getting somewhere? O2 Up stream or Downstream.
The car is full drivable and no check engine light or strange behavior other than the rich mixture, kind of like the car is running in a default setting of parameters that make it run rich to protect its-self when its been given bad data? But not limp home mode at all, just very rich fuel. No codes.
Thank you All!
