99 3.0t limp mode???

I recently purchased a 99 9-5 and the vehicle pulls throttle at 2k rpms. It will bounce hard off that rpm and jerk repeatedly until throttle is off and will do it again when it hits that range. I could drive it if I kept rpms below 2k.
I was pulling p1251 and p1260 codes.
I looked into the limp mode suggested to find out that the toothed cog on the throttlebody was moving in tandem with the throttle cable.This is supposed to mean limp mode from my limited understanding. I found a video that showed to move a spring to the side and rotate the toothed cog. I did this to find that the toothed cog no longer moves in tandem with the cable throttle. Now when I start the car it stalls..
I seen a few mentions of removing fuse 17 to reset the throttle. When I open my fuse box I see I don't have this fuse at all. It's missing from the location. Should I have this fuse there? Could it have been the issue of the throttle problem?
I'm very confused. I don't know if I need to just buy a new throttlebody.
Any help would be greatly appreciated!
