Thanks for all the advice. I have spliced in a new section and no more leaks. I have routed the new line on the side of the gas tank. Here is the kit I have used. I can do both single flare (needed for the union) and the double flare (to connect to Saab fitting):

Brake Line Kit, 3/16" Brake Line Flaring Tool Kit, Copper Coated Brake Line (With 16 Fittings and 4 Threads Unions) and Double & Single Flare Tool (With Tube Cutter And 5 Adapters)
