I assume you mean the newer style that pop up out of the bumper skin since you do not mention year. WIS says the covers can be lifted up using a special tool although it's probably some type of plastic prying tool. Then you can access and remove the nozzle after disconnecting the cover. With all of the aging plastic, I might take off the bumper skin first to be on the safe side. It could be the pump on the reservoir has malfunctioned or a hose has come off. You should be able to hear the pump once it is activated even if the washers don’t work. A detached or broken hose usually dumps fluid on the ground under the bumper. Then again it could be some electrical problem that isn’t activating the pump. Good luck with your troubleshooting, and WIS is your best resource.
