If neither of them pop up, even after multiple successful windshield sprays (see manual), then I would check to see if there is something wrong on with the headlight washer pump, either a hose issue(most likely you would notice fluid on the ground if a hose fell off) or a bad pump or electrical issue, check fuse first. There are separate pumps for the wipers, headlamp washers, (and rear washer in the wagon). I would not try to mess with the headlight washers themselves if neither operate properly, especially if they stopped suddenly at the same time.
