To answer your questions, there were no check engine codes. I noticed it was randomly cutting out under load, and was also making a weird high pitched noise. I took it to my mechanic who has a lot of experience and he believe it is the cat. He could see debris looking into the oxygen sensor hole, and once he unmounted it, he could see in the turbo side. I really don't understand the notion of it being "plugged", but what do I know.

I am here in CA, so I need to get a CC that is approved for use here. The only vendor who was listed as making a direct replacement (Magnaflow) never made it. Getting a used, form/fit one is against the law. There are a number of universal approved CCs for the front/upper unit, and for the rear/downstream CC unit. The problem is the front, or upper CC has it's input port as horizontal out the turbo, which is at a right angle from the exit port that heads downward (see pic). There are no universal CC with that config; just in one end, out the other. Very unclear how a universal can be fashioned to work for the upstream one.

The shop I'm working with right now doesn't do a smog as a part of the deal either, and does not guarantee it will pass either, so all pretty much a mess.
