I'd say your pump runs. It's just you don't hear it all the time. There's something called the fuel accumulator, located by the rear axle outside, that dampens the sound after a second or so. If you don't wait too long it'll still be filled and you won't hear a thing, just a slight buzz. The fuel pump is activated through a relay. This relay can either be in the fuse box (most european models) or somewhere under the dash where it's hard to find. In 16v's it's by the ECU, passenger side. Both in 16v's and 8v's -if I'm correct- the pump is live when the contact is on. It should be, I mean, it can't be only on if you're cranking, or your engine would stop when you're not cranking any more. Right?
My 8v has about the same starting qualities you describe. Sometimes it'll start right up. If I leave it for half an hour, sometimes when I crank for like no time at all and let go off the key it'll come on out of nowhere, very funny. Other times it won't start and I have to crank for ages with full throttle then suddenly it will come in quite relaxed and laidback, like it says: hey, I've been here all along, don't make such a fuss. It doesn't even smell of gasoline. Every cold morning so far it started right away, no problem. But when it's wet, or misty, it's no go. Crank and crank and finally, there it is...from there it runs quite normal.
It's just Saab, I think. As far as I know Saab -this '87 900i is my fourth- funny little things come and usually go. My Saabs have never let me down, even though the other way around is not so good. I mean I'm not too good to my cars. If I could get that done, they'd probably be even better. But as it is, it's fine with me.
I wish all New Yorkers lots of strenght, especially after this babble. You're right, it's totally irrelevant.
