First, I'll assume you didn't just throw the belt...

I once got a bad rebuilt rack that did just that.
Just a bit stiff when I put it in, I assumed this was fresh new seals. Gradually got just a little better, then began getting worse. It got much stiffer, but not overnight. It had a lifetime warranty, so I got it replaced without really finding out why. I had installed it myself, so I was stuck changing it again, myself...

I "think" it was the spool valve getting sloppy. When you turn the steering wheel a small amount, the spool valve directs hydraulic fluid to one side of the rack cylinder or the other. If the spool valve gets sloppy internally, then the PS pump may as well not be running.

The feeling in the steering wheel is subtle... The wheel would turn about 1/4" at the rim before the rack would do ANYTHING, and it felt like it was spring-loaded. Then with higher effort, the wheel would move the steering rack. If you then let go of the wheel it would "spring back" 1/4" without moving the rack.

The 2nd possibility is a u-joint on the intermediate shaft...
With this, the steering goes from high-friction to low-friction every 90 degrees of steering-wheel rotation. That's because its likely that only one bearing will be stiff. Lift the front wheels off the ground to check this. Turn the wheel all the way, the friction will come & go at certain positions of the wheel which correspond to the flexing u-joint.

Does it feel like either of these?
