Could be caused by either. It originally refered to a frozen piston, as early disc brakes had pistons on both sides. The floating caliper, with only one piston, broadened the definition. If your floating caliper quit floating, cleaning like you did might work for a while. It's usually more effective to remove the caliper mounting pin(s) or bolts and clean with a wire brush. Lubing with brake grease will help out.
Flushing brake fluid every 2-3 years will help keep pistons sound, as will replacing pads before there's nothing left. letting the piston travel to it's extreme can cause seal leaks when you retract the piston to replace pads.
