...has vacumn running to it via a plastic line, then a rubber coupling vacumn hose joins the hard plastic line to the conventional vaucumn fitting on the charcoal canister, which looks like a large coffee can shaped container that is made of plastic.

It's buried in front of the left front wheel, just behind the headlight, in the fender well area.

Anyway, get out your flashlight and see if that little rubber coupling hose is cracked and possibly broken. It's out of the way, gets LOTS of gas fumes, and when it fails it will open up your intake and give you a high idle.

You might trace the plastic vacumn line, disconnect somewhere convenient and plug it. If your idle returns to normal, you know you've found the problem.

The charcoal cannister is hooked to the fuel tank via another small plastic line. On most Saabs this plastic line is routed along the roof between the headliner and the metal roof. Have you recently, or has someone recently, fixed the headliner? If that line were broken you would smell gas.

However, if the vacumn line I previously refered to had broken or opened up, then the charcoal cannister would be venting into the engine compartment and you might be smell gas.

I had the Fuel pressure regulator problem (FPL) and had to replace that line. Actually, the end of the line cracked and I just cut off the end and put on a new hose-clamp instend of the standard cheap clamp.
