Do these steps with a cold car. First give the locknut on the rod and the rod threads a shot of penetrant. Let it soak in and crack the nut and back it away from the collar. Then remove the wire locking clip and/or afety wire from the pin that holds the control rod onto the wastegate lever. Since your base boost is almost certainly below spec(they all are if not recently set), I would turn the collar about 3 turns to shorten the rod. Be sure to hold the rod with a pliers so that the threaded rod does not turn and tear the controller diaphram. Then, refasten the rod to the wastegate lever with the pin.

Now hook up the gauge to a tee placed in any small vac/pressure hose off the intake(downstream from throttle plate). I just cut a hose and put the tee in permanently and cap off the tee when you aren't testing. Next unplug the APC solenoid, which is up near the coil on top of the radiator.this will limit you to base boost. Go for a test drive and see how high your boost is at WOT. It should be between 5-6 psi, but the initial turns you made on the wastegate rod will probably have only taken you from 3.5 to 4.5. It takes about 2 turns per psi increase once you have reached 4.5. So get back under the car and shorten rod by trial and error until you're close to 6 psi. Wastegate rod will now be hot, so be careful on these subsequent adjustments.
