Erratic engine temp.

After my car has heated up the temp sits around just above middle in the green (About 2:30). This seems slightly hot as my last two cars ran right in the middle unless it was really hot out. Anyways, the temp will spontaneously start to rise during idling or driving until it hits just below the red and the fan kicks in (about 1:30). Then the temp will go back down. Also a couple of days ago, this happened after about ten minutes of driving right after starting it in the morning. The temp overnight was about -10 (yes negative) degrees farenheit, not celcius. once it got hot, steam started coming from what looked like the radiator (I was at an intersection and couldn't get out) Then the temp went back doen rather quickly and all was fine after driving a while longer and the car warmed up. I am thinking it is a sticky thermostat, but thought I would check. I have only had this car about a week, so I am just getting used to it. It was not driven much by the previous owner and only has about 70,000 miles. Also, what temp thermostat should I get, and what brand is a good one to go with. Also I see one with a pass valve? What is that and do I need it?
