Normally with a new rack you also have to flush the old system before installing the rack...the rack won't be guaranteed if it has 'stuff' in it and fails shortly. I usually flush the living squat out of the old system before putting in a new rack, or at least flush it with new fluid with the old rack out (lots messier, but can be done).

With new rack in car, put car up on jackstands under front suspension, disconnect hose FROM rack to reservoir (plug the reservoir tip...be VERY careful not to crack off reservoir nipple or new reservoir necessary!) and put hose into bucket, start engine and run lots of ps fluid into reservoir, through rack, and thence into bucket. Stop engine, connect hose to reservoir, top off reservoir to level correct, run engine, cycle rack lock to lock a few times, groaning should stop. If it doesn't, you have other problems, probably ball joints or maybe tie rod ends (I usually replace tie rod ends with new rack..easiest time to do it and get some lifetime guaranteed Autozone or somesuch parts).
