I hope you mean fog lights, because driving lights are mostly illegal in most states.Foglights go under the bumper, down low to cut through the fog, mounted on brackets attached to the bumper, somewhat near the tow hooks. The problem I had with their location was that they would often scrape the pavement on dips ( bad driveways ) and get broken by parking curbs. Also, once the bracket was slightly bent, thehood latch would catch on the face when the hood was up. After the 3rd set of lights that my daughter broke, I took off the bumper, unbolted the mounts, turned them upside-down, heated them with a torch to fit thru the bumper (on a 93 vert) and mounted them over the bumper. As long as they don't stick out past the bumper, there will be clearence for the hood. Fog lights are more effective when they are mounted lower, but not effective at all when they are broken.
Also, I put a pair of Hella 2020's on my 93 vert. These are combination fog/driving lights with seperate bulbs, and 2 input wires each. I only hooked up the fog light portion, because I sold the car. Hooking up both lights is a little tricky. I wired the fogs so they worked with the standard dash switch. I wanted to hook up the driving lights so that they would work from the same dash switch, except when the high beams are on. It can be done with relays, but apparently when you switch on the high beams, the regular fog lights go out, because the ground is disconnected. The problem I had is that the Hella lights, have 2 bulbs, 2 input wires, but 1 ground wire, so I would have to figure out where to put the relays to make things work the way I wanted.
Anyway, These cmae out working well and even look nice on top of the bumper, where they will be well protected, unless I smash into something.
Anyway
