Stuck keyswitch may have overspun starter.

Your report of not being able to get starter to engage flywheel tho it will spin, plus your report that the key stuck ON, makes me think maybe your starter stayed engaged with the flywheel while engine was running, long enough to ruin the starter drive clutch, what they call the bendix.
This happens. Makes kind of a ring-tingaling sound as you're driving. And the dash lights do funny things, stay on as if you're cranking still. Maybe a little hot electrical smell along with it.
If so you might need a used starter from a boneyard, or a new one. Probably the drive part itself is available somewhere but not sure.
Hope it's not the above.
My dog drooled lots down into the key area a week or so ago, then a -4 degrees F night, and key was stuck solid, wouldn't go in and then even with a lighter on key to get it in, wouldn't turn. Poured a little boiling water down in, and key freed up, then some rubbing alcohol, repeated a few times with lots of key turning and removal and reinserting, and blew thru a rubber hose down into key slot to dry things out, and it's never worked smoother. Cleared out years of built-up crud, dog spit, spilled drinks and food crumbs and sand etc. Bottom of lock cylinder doesn't contact electrics, that's ahead of gear segment and uphill, inverted as well, so water couldn't get up into the switch. Only a few teaspoons of liquid needed, mopped most of it out with napkins before blowing cylinder dry.
I'd suggest, before spending anything, try what I did. Have also heard of pulling lock works and boiling it in a pot on top of the stove.
Buy a brand new key from a Saab dealer, original Saab steel blank punched to match your car's locks, which they can look up from the VIN, and all locks will work better.
