The headlights should not move at all. Eeuroparts has the white plastic bits, and the black plastic bits for the headlights. A few bucks each, and the problem goes away.
Fast blinkers: look for a bad ground near one of the turn signal lights, or even the stalk. I can't see if you said if it is a sedan or hatch, but the sedans are notorious for corrosion on the taillight contacts.
Emissions: try a new air filter. That helps bring NOx down.
Try a large can of Chevron Techron injector cleaner, or a couple bottles (one per tankful) of Red Line injector cleaner. If I need to clean out some 900 injectors, I put one bottle of Techron in when there is less than 1/4 tank. Run till the light comes on steady, then fill up with another full can of Techron...
And, if you're not using a name brand of gas, try that for a tank or so.
I've had 900s of many vintages pass NJ emissions with no worries. Even my 1990 900 which has has a constant "check engine" light since I bought it has passed two emissions checks. (I take out the bulb...).
If it seemed like it was on the dyno longer, they just might have been trying to give you the benefit of the doubt. There is a "second chance" clause in the inspection that allows them to run the car to get it back up to operating temp (or back down to...) to try to mitigate the effects of standing on line for a long time. They're not all out to get you (except with that confounded gas cap tester which fails EVERY new Saab gas cap I try...).
Also, newer cars (like my 9-5) don't even get the dyno. Just hook in the OBD II cable...
(another hint: go EARLY in the morning...)
