From the posting, the ABS and Brake Fluid lights never go out. If that is correct, it is not the accumulator.
The ABS and Brake Fluid lights go out when the ABS pressure goes above 100 Bar. With a bad accumulator, you can get the lights to go out, because you can pressurize the system. The problem with a bad accumulator is that the lights will come back on within a couple of uses of the brakes, because it has no capacity.
If the lights never go out, the system isn't being pressurized. The most likley reason is the ABS pump isn't running. The next step is to figure out why the pump isn't running. It could be the pump, wiring, relay, fuse, or the switch that turns the pump on.
