You'll need an ohm meter. Find the sender. Make sure the wire hasn't fallen off. Remove the wire and use the meter, set to Ohms, to measure between the pin and chassis ground (the engine is fine).
If the car is cold, it would be 2600-5800 ohms. 2600 ohms is for 70 degrees F; 5800 is for freezing. If the car is warm, the resistance will be closer to 300 ohms. The exact value isn't critical - that the signal isn't an open circuit that matters. If you see an open circuit, the sensor is bad.
If the sensor has a reasonable value, touch the wire to chassis. The gauge needle should peg HOT. If it doesn't, the problem is either the gauge or the wire to the gauge.
