As CMyles notes, an idling engine should be deep (counterclockwise) in the white. That's vacuum. The line between white and yellow is atmospheric pressure; yellow is boost; red is lots of boost.
The intake manifold is at a lower pressure than the outside air when idling - if it weren't, air wouldn't go into the engine.
What you haven't said is what the gauges does when the car is under way, or if you get onto the gas. If the gauge just sits there at the gap between white and yellow, then the hose to the gauge has fallen off. If the gauge does move some when you stomp the car, then the hose has probably cracked, and will fall off next week.
Inside the engine compartment, there is a hose from the APC valve on the radiator that goes up to a "T", where it splits off to the intake manifold and (!!) the turbo boost gauge. The boost gauge hose goes into the firewall, pretty much right behind the instrument cluster. I'll bet that if you check, you'll find that 18 years in a hot engine compartment have rotted the hose, the end cracked, and it fell off the "T". Usually you can just trim back an inch of hose or so to where it isn't all cracked and stretched out, and re-attach. Check all the vacuum lines - you might think about replacing it all as a nice project.
