The typical 'click type' torque wrenches don't usually go down that far. I've got a decent Sears one I use for most engine work, and it goes from 20 to 150 ft-lbs. Great for lug nuts. And I don't really trust it down at 20 ft-lbs.
For the low values, I have an inexpensive beam-type (bending beam) torque wrench. It goes from 0 to about 30 ft-lbs. Actually, it's in lb-inches, as you note.
I just bring it up because not everybody has two TQ wrenches. I know I bought the beam-type one specifically for doing the valve cover, because my larger click type wrench didn't go down that far. I didn't want our intrepid soul to be ready to tighen down the valve cover and find out the wrench he had didn't go down that low. Or worse yet, try to do it by feel.
