Turns out the plastic tube with spring and pin that provides power was not touching the ring on the steering column. Somehow it got pushed in and was not making contact. From inside the hub I pressed down on the wire which pushed the pin into the hub and the horn worked. I pulled the steering wheel off and crazy glued the tube in that position. I also opened up the tube and replaced the spring with a stronger one from a ball point pen.
