You are on the right path with the PBlaster, but as others have stated you must soak those two bolts "well"over night. I bath the nuts and bolts every few hours with a brush and PBlaster, keep at it. The two inner bolts maybe 16mm or 17mm i've encountered both. If you can get one of the bolts to spin which you mentioned, you should be able to break it loose. You'll need a 16mm or 17mm socket depending on the bolt, cut down. A box end wrench on the nut. Pull on the ratchet with both hands and let the wrench lock against something as you have done. Or hold the wrench in the right hand and pull the ratchet with the let hand, hard. It will break loose. I've removed many rusted turbos and always thought this is the one that is not going to come off, haven't walked away from one yet.
Don't remove the exhaust manifold if you don't have to you'll be getting into more trouble with broken exhaust manifold studs. Keep "bathing" in PBlaster.
