There are a lot of variables to be considered. Load weight, octane, altitude, terrain contour, and cruising speed all have observable effects on fuel mileage.
I recently drove to Oregon, a round trip of about 2200 miles, nearly all highway. The lowest mileage sections (~25mpg) were high altitude (4200+), high speed (80+), 91 octane runs which included several mountain passes.
The best mileage (~30mpg) was at low altitude (under 500'), relatively slow speed (55mph, the maximum non-Interstate highway speed in Oregon), 92 octane and relatively flat terrain.
I've had as much as a 5mpg difference over the same stretch of road, coming and going, due to a headwind in one direction and a tailwind in the other. I get 21-22mpg around town.
All in all, I'd say your numbers are fairly good. A long term fuel log will give you a better view of your performance, as well as providing a baseline for ongoing comparison.
For reference the above mentioned vehicle is a '93 900T CE, which turned 190K on that trip. I run 195/60 tires on 15x6 rims.
