Engine issue

This is a 1991 Saab 900 turbo convertible. This is kind of a new one on me, whenever you go take the car out for a drive, get it warmed up as you pull roughly 12 or 13 pounds of boost it has a very strange engine shutter. I use the word shutter because I can't really explain it. New spark plug new cap rotor the engine was just completely out new timing chain guide car ran with no issues for over a month. I'm going to take the turbo piping off tomorrow look at the inside of the intercooler. We change the catalytic converter thinking maybe it was clogged that was not it it has a new muffler on it. Been driving Saabs for 18 years this is the first time I've ever felt an engine do with this one's doing. I'm wondering if it's the turbo I have another known good turbo here on another car. But that's what kind of strange the turbos not lose it's tight it doesn't smoke. I checked the exhaust side today everything seems just fine with the turbocharger. I even disconnected the APC and basically had no boost and after about 30 minutes I still got it to do that same engine shutter. It's almost like something is restricting the airflow coming into the intake. Even as the engine does that shutter at 12 or 13 pounds of boost the turbo charger stays spooled up the APC does not kick it back. That's what makes me think the turbocharger is fine. The timing is correct 16 degrees. If anyone has any ideas the help would be appreciated very much maybe I'm just thinking too hard on it and missing something simple.
