Hows does it run with full boost above 4500 RPMs? If the problem is not evident 4500 then it's not a wategate or turbo problem and must be either APC, injection or ignition. You can see if it's APC by just clamping the wastegate control hose and boosting into that RPM range (you'll have unlimited boost so be careful). If no stutter then you have an APC problem. If it still stutters then it's either ignition or injection, most likely ignition and the Hall effect connector on the distributor would be a good thing to examine. Consider the knock detector to be a source of the problem too. You can disconnect it and wrap the wire in a rag and isolate it so it can't jiggle or bounce around and see if that helps. If the knock detector is telling the ECU that there is a knock at 3200-4500 RPMs the ECU will dump the boost. Any external "tapping" on the knock detector or wire can make such a signal.
