I tried peening the two exposed aluminum posts. They are brittle, and instead of mushroom heading, they are inclined to fragment. Perhaps it would work if I'd had a drilled punch, just fitting over the post.
I visited a junker and its valve cover chain guide bracket was not loose on the posts. I bought it and installed it. I also installed a new rubber pad, which fit nicely snuggly.
All is back together. The rattle I'd attributed to the chain is now gone.
