Rebushing the suspension will provide the sense of "firmness" I believe you are seeking. With the body stabilized, the shocks can then properly do their job of dampening oscillation in the suspension and controlling suspension travel. Too stiff of valving in compression will result in a hammer like effect upon meeting obstacles. While useful for fast reacting rally suspensions, this tends to produce a bone jarring ride on marginally maintained urban roadways. A softer shock allows the springs to do their job, while limiting body movement and reducing the amount of vibration transferred to the body.
Given the description of your driving environment I again suggest going with Konis. I might also caution with regards to lower profile tire combinations, as this also increases hazard to the wheels.
