I converted a power rack to manual for a straight line speed application -- for salt flats racing, so not much driver input in terms of steering. However, I've used the car on a road course, and drive on the street, rarely, but from point to point when needed.
the big factor on increased driver input is the size of the tires. If you have tall and wide tires, it will be an armful to drive. Our land speed wheel assemblies are 4 inches wide, and tires to match, it's like regular steering.
So, the conversion isn't for everyone, in particular someone small like my wife.
Jorgen does some special stuff to the power rack conversion, there is a shuttle valve they silver solder and pack it with grease as I recall. Your rack, already being manual, would have those features already, so it's a matter of restoration and making the parts to correct the lost motion.
