That's right. The ECU, starter, and fuel pumps are powered directly through the ignition switch. When this relay is energized equipment that isn't directly involved with running the engine gets power: wipers, power windows, radio, etc.
If you're interested in digging further into it and tracing the circuits that get power from this relay, The factory service manual with electrical diagrams is "3:2 - Electrical System, System Diagrams, Operation and Fault Tracing (1989-90)" located here: https://www.saabnet.com/tsn/faq/manuals/C900.html
If you have a different year than '89 or '90, the electrical diagrams for all of the C900s after '86 are pretty similar, with a few exceptions for engine management and electrical devices that were added later.
