Fuel Pressure - need help getting our daily driver back to work!

I've got a 1990 Saab C900 base model. My wife was driving it home with the kids after filling up with gas and it died. Towed it home using our 1988 900 Turbo! Acts like it has no fuel pressure. Eliminated the bad fuel theory (drained tank and replaced with different fuel). Pressure at the banjo fitting at the front of the rail bounces based on engine RPM and does not hold (really have to work to keep the car running when it decides it can run always without load). Pressure on the return line after the regulator is zero. Do you think I'm dealing with a fuel pressure issue (pump or regulator) or something like a TPS? The Fuel Pressure Regulator holds vacuum. In my experience, I'm thinking the pump is bad (original I believe, has 145K miles on it).
Our old saab is a daily driver for the family. Please help us return it to service. THX!
