In case you end up fashioning your own solution: I didn't want to epoxy anything, so came up with a a fix that's working now for a year...I drilled out and trimmed a drywall anchor and stuck it in the bracket's hole. I did replace all the black plastic bits that are on the headlamp itself. Used a heat gun (hair dryer) to soften them up first so they'd click into place without snapping.
