As far as I know they are no longer made and NOS balk rings are very scarce. I've worked in Saab shops where I was expected to replace balk rings in ALL rebuilds and shops where only bad ones were replaced. Based on my experience rebuilding (at least) a few hundred C900 five speeds I'd say that if they are currently working OK then there is probably no need to replace them. As an example to make my point: My own personal 1987 900 turbo daily driver has worn out three sets of pinion bearings and it's still using it's original balk rings and shifts as smooth as silk.
This isn't to say that I've never encountered bad balk rings, just that, other than abused or poorly maintained units that have obvious shifting problems, they seem to be the exception rather than the rule. Also, once the unit is apart on the bench worn out balk rings are fairly easy to identify so it's unwise to buy them in advance since you might not need any. Be nice to your balk rings and they'll outlast the rest of the car.
