You are describing the classic "Induction pipe blown off" situation that occurs while boosting hard. A small vacuum hose wouldn't cause the extreme performance problem you are describing. It would take a vacuum or induction leak at least as large as the big hose coming from the charcoal canister but more likely it's one of the big turbo to intercooler or intercooler to throttle body OR one of the multi-port plastic nipples has blown out of the intake manifold (which is pretty obvious). The big rubber connectors on the induction plumbing can split but (unless one is actually split into two pieces) the split usually closes up when off boost so low speed/ part throttle operation isn't bad. Locating a split like that often requires disassembly and close inspection but your described symptoms don't suggest a split that opens only under boost anyway. The rubber hose that connects to the turbo output can fool you. It can appear to be in place when it's actually not securely attached. Grab that pipe and see if it will lift up off the turbo. If inspection fails, get a cigar and do a smoke test.
