there IS a link between the two systems (central locking & interior lighting)--- 12V power from fuse 24 ("+30)" goes to the central locking controller, but then continues on and provides +12V to the time delay relay under the rear seat that turns the interior lights off after 30 sec or so. It's possible that a faulty interior dome light switch would drag this input to ground and blow that fuse? It would depend on the position of the console lighting switch, since fuse 28 provides power to that switch as well. Pretty obscure problem, how did you ever track it down?
