I've had my own canister adventures recently -- click on some of the "More from Monster" posts related to the ELCD ("Evaporative Loss Control Device") and charcoal canister to read about them.

The smaller (top) vac line on the ELCD tower is a "control" hose which operates a diaphram. You should be able to draw a vacuum on that hose -- if you can't, the diaphram is busted. The other (fatter) line going to your intake manifold is where the fuel vapors from canister are drawn into the engine. The way it's supposed to work is that when vacuum is applied to the control hose, the diaphram opens and then the vapor line can bring the gas fumes stored in the charcoal into the manifold. You should be able to draw vacuum on that vapor line and then have it release when vacuum is applied to the other line, opening the diaphram.

You can eliminate the ELCD as a source of the hooting sounds by disconnecting it. Merely remove the control line from your throttle body and plug it, then see if you still get the hooting. (This presumes the diaphram is intact. If not, you need to disconnect and plug both lines to the ELCD.)

If it's the culprit behind your noise, but the diaphram is intact and it's working properly otherwise, consider yourself lucky. I don't think there's a way to keep it from making noise, other than replacing it.

After replacing mine, and finding that the diaphram ruptured within a few days on the new one, I've decided to leave the new defective one in my car. It really makes no difference to engine performance -- it's just a way to return fuel tank vapors to the engine rather than venting them directly to the atmosphere. The charcoal becomes saturated and useless after a few years, which is why Saab recommends they be replaced every 30,000 miles. Anyone with a 5 year old ELCD isn't capturing any vapor with it; I suspect 99% of the older generation Saabs have bad or useless ELCDs in them. I won't spend another $50 to replace mine again.

Good luck finding the source of your noise -- I'm willing to bet it's not the ELCD.
